Introduction 

The University of Minnesota Medical School, CentraCare Regional Campus is located at 1600 County Road 134, St. Cloud. This facility qualifies as a separate campus under the Jeanne Clery Campus Safety Act due to the small number of medical students enrolled in the program. The CentraCare Regional Campus has no on-campus student housing facilities, so a fire safety report has not been included in this section.

Unless otherwise indicated in this Part, all the University of Minnesota main campus policies, programs, procedures, resources, definitions, and contact information set forth in Part I also apply to the CentraCare Regional Campus and for that reason, it is important to read Part I in conjunction with Part II. In addition, Part II only contains information that specifically applies to the CentraCare Regional Campus. That is, unless specific information is included in Part II for the CentraCare Regional Campus, then the information in Part I applies to the CentraCare Regional Campus. Accordingly, the information in Part I is integral to the CentraCare Regional Campus and should be consulted with this Part.

Prompt Reporting of a Crime or Emergency 

Community members, students, faculty, staff, and visitors are encouraged to report all crimes and public safety-related incidents accurately and promptly to the St. Cloud Police Department or the appropriate police agency when the victim of a crime elects to, or is unable to, make such a report.

Call any of the following authorities, 24 hours a day:
Dial 911: Report emergencies or criminal violations by dialing 911.
Dial 311: Report non-emergency requests for police services by dialing 311.
Call the St. Cloud Rape Crisis 24-hour hotline, 888-293-2080, to request crisis services.
Tri-County Crime Stoppers, 800-255-1301: Anonymously report information about a crime.

For general information, contact the St. Cloud Police Department at 320-251-1200 (non-emergencies). For emergencies, dial 911. Any suspicious activity should be reported to the police.

Crimes should be reported to the CentraCare Regional Campus Director (who is a Campus Security Authority) for the purpose of making timely warning reports to the community using the procedures set forth in the section of Part I titled “Crime notices and emergency notification” and for inclusion in the annual statistical disclosure.

Response to a Reported Crime or Emergency 

The CentraCare Regional Campus campus does not have its own police force, nor does the University of Minnesota Police Department have a presence on this campus. Building security provides security at the campus. In response to a call of a reported crime, criminal behavior or an emergency, St. Cloud Police will take the required action, either dispatching an officer or asking the victim to present to the St. Cloud Police Department to file an incident report.

Police reports will be generated for all criminal activity on campus. Follow-up investigations of reported criminal activity are conducted on a case-by-case basis. In cases of reported sexual assault or rape, responding staff, including St. Cloud Police, will offer the victim a variety of services.

Noncampus Crimes and University Police 

The CentraCare Regional Campus does not have any non-campus property or registered student organizations, therefore University Police do not respond to incidents that are not contained within the CentraCare Regional Campus.

Voluntary Confidential Reporting 

Anyone who has witnessed or has been a victim of a crime is encouraged to immediately report the incident to the St. Cloud Police Department by calling 911, or for a non-emergency, 311. Police reports in the state of Illinois are public records, and the St. Cloud Police cannot hold reports of crime in confidence.

In addition to requesting Clery crime data from the St. Cloud Police Department, the University of Minnesota Clery Compliance Coordinator collects reports of Clery reportable crimes from Campus Security Authorities. Campus Security Authorities report Clery reportable crimes, if any reports are received, throughout the year to the University of Minnesota Clery Compliance Coordinator. Each of these reports is reviewed by the Clery Compliance Coordinator to confirm that it meets the requirements under the Clery Act. If you are the victim of a crime and do not want to pursue action within the university or the criminal justice system, you may want to consider consulting a confidential resource. Information disclosed as part of a confidential report will be maintained in a confidential manner to the extent allowable by law and will not be disclosed without your consent to anyone outside the office to which it is reported. Consent may not be required, however, in situations involving suspected child or adult abuse or neglect, court orders or subpoenas, or danger to self or others.

There are no confidential resources located at the CentraCare Regional Campus, however, some university resources located at the University of Minnesota Twin Cities campus offer confidentiality, sharing options and advice without having an obligation to report to anyone, unless the complainant wants them to. This privilege is limited to the Counseling Center, McKinley Health Center, and the Women’s Resources Center. The latter is the designated counseling space providing confidentiality for survivors of sexual misconduct. Persons making confidential reports to these organizations may authorize the disclosure of certain information about the incident to university authorities for inclusion in the annual crime reporting statistics.

Security of Facilities

The CentraCare Regional Campus – St. Cloud is located within the CentraCare Health Plaza at 1600 County Road 134, St. Cloud. The University of Minnesota Medical School leases space within this multi-tenant healthcare facility. The building is open to the general public during business hours and employs monitored access control measures.

CentraCare provides on-site security staff who oversee building safety and monitor access. Entry into space controlled by the University of Minnesota is restricted to authorized personnel through key card access or a visitor check-in process. Certain areas of the facility may have additional access restrictions based on medical, research, or administrative use. The building security staff are employed by CentraCare and are not affiliated with the University of Minnesota.

Maintenance of Campus Facilities

The facility and surrounding grounds are maintained in a manner that minimizes hazardous conditions. CentraCare staff regularly inspect the areas under the University’s control and report malfunctioning lights, maintenance needs, and other unsafe physical conditions to the building’s facilities management team for correction. Members of the University community also contribute by reporting equipment issues or safety concerns to CentraCare staff for follow-up.

Evacuation Procedures

As part of the University of Minnesota’s comprehensive emergency operations planning, the CentraCare Regional Campus – St. Cloud follows a Building Emergency Action Plan developed for use by CentraCare staff in the event of an emergency or for emergency training purposes. In the event of a building evacuation, occupants will be directed by emergency personnel or CentraCare officials on where to assemble. Building users are expected to follow those directions and remain at the designated location until an “all clear” is given by emergency personnel. If an evacuation is ordered but no specific location is provided, occupants should proceed to the CentraCare Regional Campus designated meeting area.

Regularly scheduled drills, exercises, and follow-through activities are conducted at the CentraCare Regional Campus annually. All tests are documented, including a description of the exercise, the date and time, and whether the test was announced or unannounced. Appropriate after-action reports are completed following each exercise. These reports include lessons learned and identify follow-up responsibilities assigned to appropriate entities. The University of Minnesota’s Campus Emergency Operations Plan is posted on the University’s public safety website and is designed to be used in conjunction with CentraCare’s emergency response planning. The CentraCare Regional Campus conducts an annual test, which may be announced or unannounced, to evaluate emergency response and evacuation procedures. A follow-up communication to the campus community will summarize the results of the test.

Crime Statistics

CentraCare Regional Campus opened August 2025, therefore there are no crime statistics for 2024, 2023, nor 2022.
