University Clery Geography
University Clery Geography is the geographic area for which an institution is responsible for disclosing crime statistics. The following definitions describe the areas that cumulatively account for an institution’s Clery Geography.
On Campus: Any building or property owned or controlled by an institution within the same reasonably contiguous geographic area and used by the institution in direct support of, or in a manner related to, the institution’s educational purposes, including residence halls. Also, any building or property that is within or reasonably contiguous to the area identified in the first part of this definition that is owned by the institution but controlled by another person, is frequently used by students and supports institutional purposes (such as a food or other retail vendor).
Examples: Coffey Hall, Humphrey School of Public Affairs, Oak Street Parking Ramp
On Campus - Residential: Any student housing facility that is owned or controlled by the institution, or is located on property that is owned or controlled by the institution, and is within the reasonably contiguous geographic area that makes up the campus is considered an on-campus student housing facility.
Examples: Radius Apartments, Bailey Hall, Como Student Community Cooperative
Non-Campus Property: Any building or property owned or controlled by a student organization that is officially recognized by the institution; or any building or property owned or controlled by an institution that is used in direct support of, or in relation to, the institution’s educational purposes, is frequently used by students, and is not within the same reasonably contiguous geographic area of the institution.
Examples: Community University Health Care Center, West Bank Office Building, UMN Fraternities and Sororities
Non-Campus Property - University-Sponsored Student Travel: If the University or department makes the arrangements and has an agreement with the lodging location, the trip is considered University-sponsored.
Overnight, university-sponsored trips: If the University, department, or registered student organization sponsors student(s) on an overnight trip, for example, to see a play in another city, and the department rents hotel rooms.
Short-stay “away” trips: If the University, department, or registered student organization sponsors short-stay "away" trips of more than one night for its students, all locations used during the trip, controlled by the institution during the trip, and used to support educational purposes should be registered. An example is a three-week marine biology study trip to Florida. Any classroom or housing space specified in the agreement between the institution and a third party providing space is reportable.
Third-party contractor: If the University or department has entered into a written agreement with a third-party contractor to arrange housing and/or classroom space for a University-sponsored trip or study program, it is assumed that the contractor is acting on behalf of the University as the University’s agent, putting the institution in control of this space.
Study abroad programs: If your department sends students to study abroad at locations of facilities that the University/department/third-party contractor rents or leases for your students in a hotel or student housing facility, you are in control of that space for the period covered by the agreement.

Public Property: All public property, including thoroughfares, streets, sidewalks, and parking facilities, that is within the campus, or immediately adjacent to and accessible from campus.
Examples: University Avenue (From 10th Ave SE to 29th Ave SE), Washington Avenue (From 19th Ave S to University Ave), East River Flats Park
Patrol jurisdiction/zone: Any property that doesn't meet any of the Clery Act geography area definitions, but which is regularly provided with police or security patrol services by the campus agency.
